Did my Duster a couple of years ago, kept the small bolt pattern. Drilled the rotors myself and bought everything but the brackets on Rockauto during a close out. I had less than $400 all done............including a new master cylinder.
I got luck on my Scarebird conversion and didn't have to change anything other than the master cylinder. The rears do not lock during a panic stop and I know they work from letting the car idle on my lift and applying the brakes.
Scarebird offers a SBP kit if you don't mind using non Mopar parts. I have it on my car and it works great. I bought the rotors, calipers and brake hoses on Rockauto.com on close out for around $150 delivered. I bought the brackets from Scarebird off Ebay for about $125 delivered. A new master...
I drove it about 30 miles yesterday, much better than the 10" drums that were on it.
I drilled the rotors myself and retained the 4" bolt pattern. I think if you have a 73 or later you already have the 4.5" bolt pattern which is what these rotors are out of the box. I bought a new disc / drum...

I just ordered the calipers, rotors and hoses to do the Scarebird conversion on my 70 Duster. All of the parts were on closeout, Bendix hoses, Beck Arnley rotors and Auto Specialty loaded calipers. The total delivered to my door for it all was $106.
Make sure the brake pedal assy under the dash pivots freely and returns to the top easily.............I chased your same issue and that was my problem. The shaft had enough corrosion to keep the pedal from returning easily.

Thanks for the info on the parking brake routing, since my car has none it will be a help. UPS delivered the 73 under dash assy I won on EBay right before I got sent to Oklahoma to work due to the tornado / hail storms they had........
I scored one on Ebay that was listed as fitting 73 to 76..........it was only $20 and is supposed to have a good handle so I will see if I can figure out where / how it bolts up.
