Hard to tell but, I'm pretty sure it's a cogged setup. I can't see the teeth on the pulley but I can see the ribs on the belt.

ATI has a Super Pulley that incorporates a sprag. This lets the blower freewheel, saving the belt. Nice build!

The 174 is good upto 468ci. The 144 is a little small for a big block. Im running a 174 on a 360. As far as the intake manifold, you can use a 6-71 with an adaptor plate to neck down to the 174 bolt pattern.
