If this setup is correct, then either the PS pump was sitting cockeyed in the van, or there's yet another washer missing in the mix.
EDIT: Looks like it may be correct:
EDIT #2: Just looked at the bracket. This bracket behind the pump is definitely correct - whoever put the van together didn't know what they were doing. Going to use it.
