please help with wire at bulkhead

1970 dodge dart v-8 engine. Points ignition. On the bulkhead there is a brown wire with a yellow line. It is on the far driver side and is 2nd slot down. I believe it is in the "c" slot. What is this wire for?. It is hacked and cannot find where it goes. Thanks in advance
 
I tried to read it. But i am illiterate sure when it comes to electrical
 
Post a picture of it through the "More Options" link in the lower right.
 
Electric washer pump is brown w/yellow tracer so that's my guess.

Looking at a schematic for 72 it shows a black tracer from there going to the neutral safety switch and backup light switch. Looks like the same on a 70.
