ok, 68 barracuda, where should I be buying a new wiring harness?

Stock replacement?
Year One. They get them from a place that IIRC, has an exclusive deal with YO.
I have two of there harness's. Excellent quality.
After market? There's several to choose from. Painless, Ron Francis, etc....

Depends on your goals. If you intend a OEM restoration, a reproduction of the OEM harness should be fine for many years. If your plans include electronic ignition, brighter headlights, most anything that requires more amps, a better charging system will be needed and the wiring is a big part of it.
Even so, Modifying the OEM harness ( adding relays, etc..) for upgrades is doable. Your mods don't have to draw umpteen amps through the same old 68 stuff, ignition switch for example.
Documenting those mods helps to keep the factory service manual and those wiring diagrams somewhat relevant. I have the modified wiring diagrams printed and stored in the car. I don't expect to need them but someone else might someday appreciate my effort.

as both posts above have essentially said - the answer to your question depends your answer to this question -- are you restoring it or upgrading/hot rodding it?
