For cleaning in my engine bay I use Windex window cleaner, works for me.
I don't think the ballast in a box is a good idea. They tend to run very hot, so air moving around them, helps keep them half way kind of cool. On my ballast I use extra long mounting bolts, and put 5/16 nuts, in back of them for a spacer, and it keeps air moving all around them.
