Eagle hemi carburate?
I think he's trying to say he's more familiar with tuning carburetors than EFI.
Seemed kind of obvious didn’t it.
Most of us can tune a carb half drunk.
Computer..... yea, ah, NO.
Regardless.... So far it is an intake, new front cover to fit a distributor. And of course the carbs and stuff.
That price can fluctuate a bit, but otherwise, it doesn’t seem to horribly bad.
Oh! Forgot the oil filter issue cost.

I can see the cost rise real quick with headers and exhaust. Roughly 2K.? That’s if, IF headers are part of the build.
Mileage wise, that issue is totally dependent on gearing, tune & a good working engine combo that isn’t heavily out of balance. (Cam way to large, etc...) The efficient gas consumption & transmission power transfer coupled with rear gearing and tire size is the combo that can not be off balance.
Having a modern transmission gives you the ability to have the best of both worlds of rapid acceleration and multi OD for Hwy. cruise. Which can be difficult to install and/or costly.
Being limited to a 1:1 final drive is a compromise leaning one way or the other. Since he has a 4spd manual, I don’t think he gives a ****.
A 5spd manual or a 4spd auto OD will still be really good with a lower first gear a day good OD gear and allow good performance & mileage. I was able to get 20 mpg’s on my 360/904/2.76 geared B body. I know there was more in it. Granted it doesn’t have the big power of the Hemi.
But it also lacked everything else that makes modern drivetrains great. Overdrive, cylinder drop out, etc....
Some of us just wanna stay old school.
Simple but still get effective with less headaches, (near) zero learning curve, on parts we can just about fix blind folded.
