Do you have a steering wheel puller and small snap ring pliers? On the non tilt, there's a plate that also covers the pin that needs to be pushed in. Once you're at this point, do not have the key in the lock, push this pin in, lock assembly will be able to be slid out. Pin hole that needs to be pushed in visible at the 11 o'clock position. This is from a truck, hopefully it's similar.
