My neighbor was trying to open an Amazon store front, but of course Googled the phone number to call instead of actually visiting Amazon's website.

Wow.. just crazy! The scammers are getting more creative by spoofing phone numbers and making fake websites. If you have caller ID the number may come up as the tax department or any other agency and they get you that way too.
