Not true. You can install the LCA a hex flat off from what was intended. This is difficult (but not impossible) to do with stock LCA's, and can actually be done pretty easily with tubular LCA's.
You won't be able to get it clocked correctly using a driver's bar on the passenger side. The 20° hex offset built into the bars will be going the opposite direction from what the factory intended because of its location being swapped onto the opposite side. For holding the car up it will probably be ok, but I expect the adjuster will be maxed out in one direction or the other to get the height anywhere near close. This is also something I would disclose to the buyer, because it shouldn't ever be driven with that bar.
