I ran into this on a mini starter . I believe an after market. One of the mounting holes was larger and it called for a bushing that I didn't get with the starter.

Here are pictures of the lugs you need and they are 11/16 not 3/4 head. I measure the shank and got .587 . I have 20 right and 10 left and they all measure the same. I also have 30 of the conical style. I sold the Cragars with a car and he never took the lugs.

The distributor would ground though the hold down clamp. That "Shim" Is actually a gasket that comes in an engine kit for older Mopar engines before they used the o ring. We still get them in some Kits today. It is metal so the timing could be set without destroying a paper gasket.
