    From y'all's answers, found it, Channel Lock model 357. End cutters, but user video shows cutting flush and pulling large staples...steeples! For hose clamps, this is another specialty tool..it had brand/model number, so the Googlenator was sufficient...

    they are end cutting pliers or end cutting nibblers. They are also used for the crimp style hose clamps.
