Yes the 383 crank and rods should be forged for that year but to be absolutely certain check the casting #'s. There were some cast 383 cranks and rods kicking around in 69 and 71 that someone could have put in and the 2 barrel factory 383 used them..

If you're thinking of running the turbo oil return line through the rad cooler I'd say no. The tubing in the rad cooler is probably only 5/16" and will be restrictive as the turbo return should be larger and you don't want to back the return oil up into the turbo bearings. They won't last long...
