So they need approval to add weight to the crank (Mallory = $$). That is what they should have told you, or asked for a forged crank. I'll add IMO it should be internally balanced regardless of crank material.

I had my cast 340 crank internally balanced. The shop had no problem doing it as well. Find another shop.
