Basically the same but if you want to ad a pill for a trans brake or a pill for your burn out, you have to use a two step or three step if you want all three rpm limiters.

will this work with a blaster 2 coil? is this race only?

Yes, if you look up the Blaster 2 coil it states it will work with MSD 5,6 and 7 series boxes. No you can run them on the street or strip. Hot Rod magazine did an article on this years ago.
