Street Avenger Electric Choke question

1970 Plymouth Valiant 318. Street Avenger 670

I installed the elec. choke. I think I understand the concept but I want to be sure.

On a cold engine, when I pull the air cleaner off, my choke plates are closed.
I turned on the ignition only to test the operation of the choke, and over the course of a few minutes, I watched it as it slowly opened the choke plates.

I allowed the choke to "cool" so the plates would close.

Now it's my understanding that I should be able to press the accelerator pedal fully, and that would engage the fast idle cam, and that the elec. choke would step down as the engine warms.
This does not happen. My fast idle cam does not do anything unless I manually move it. I've watched the holley video, but i'm missing something.
The holley video says to make sure there is no interference from the intake manifold, and there is not.

Any help is appreciated. thanks
