Who's more to blame, the seller who switched numbers around and didn't do a good enough job or the buyer who didn't do his homework and got burned?

That is easy, had the seller (crook) not changed the VIN, the buyer wouldn't have bought an abortion!

A good enough job? You can't even be serious with that. So it's ok to misrepresent the car if you do a good enough job? Really?
 
There's a right way to forge something and there's a wrong way. The wrong way usually gets you busted. It all comes down to buyer beware.
I can spray paint a brick gold and ask $50k for and if some sucker is dumb enough to buy it... too bad for him.

Oh I understand the issue perfectly. I just don't really care either way because I'd never pay more for the same vehicle with the correct VIN and fender tag. Just personal preference.

I hope that you were just messing around with talk like this. This stuff makes you look like a cheating, unscrupulous asshole that begs to be jailed and have his *** kicked. The desire to lie and defraud people smacks of poor character. No matter how UNeducated the buying public is, it is immoral and unethical to take advantage that way. I know that we have all come across laws that are pretty "broad brushed" where they don't properly address every condition fairly but....A VIN is the cars identity. The motor vehicle laws were written to establish individual identities to each vehicle.

I personally couldn't care less what the VIN says. A VIN don't mean **** and it does NOT make the car drive any better. I'd rather find a /6 car and drop a motor I want in it. It's a lot less money. Besides why would I want to buy an already fixed up car? Where is the fun in that? When I am working on my car, I am ENJOYING my time, and when the car is all done, I appreciate it all that much more. I had a beautiful, comfortable, fast, awesome handling BMW 540i E39 and I did NOT enjoy it nearly as much as my little 68 fastback.

I guess my point is, VIN don't mean squat. Original from the factory don't mean squat. Perfectly mint condition #1 Superman comic don't mean squat. Get your fun from reading that comic or driving that car or whatever you have. You can't take any of this with you when you die!

I wanted a cross section of opinions. I also posted it on DodgeCharger.com. Most are on the side of the law, some are not.
 
Wow, looks like some of you guys need to go for a ride around the block in the wambulance, bring your own tissues because they might not have enough in stock for all the tears flowing on this thread lol.

I don't build cars to sell, I build them for me to enjoy. I don't give a rats *** about if a car has it's original VIN it left the factory with as long as the paperwork matches the numbers on the car and can be registered with out jumping through 2 dozen hoops it's all good.

Vin swapping - felony.

If insurance is required to drive the car where you are & it is insured via the dash number & not the body it is on - Insurance fraud - Felony count 2.
 
And there you have it"INSURANCE FRAUD"!!! You can look up all the laws regarding rebuilding your vehicle and you will find insurance lobbyists have forced new laws to accommodate insurance companies. What entity would enjoy the use of"salvage titles"???? Hobby has absolutely nothing to do with this! When you buy insurance on your car does your insurance agent give you a discount for a "salvage title"? When this vehicle is in an accident can the insurance company pay less for a "salvage title" vehicle?
 
There are exceptions for certain circumstances, but it looks like knowingly altering a VIN, possessing a vehicle with an altered VIN, and even buying/selling a vehicle without a title is criminal here in Virginia - here are a few links for reference:

§ 46.2-1074. Removing or altering serial or identification numbers, decals and devices without consent of Department
§ 46.2-1075. Possession of vehicles with serial numbers removed or altered
§ 46.2-617. Sale of vehicle without certificate of title

so its basically a stolen vehicle? anyone ever runs the hidden numbers (if they are still there) it will be flagged. may face charges of receiving stolen properly. no?

in my opinion its both.. the seller is an out right crook but the buyer needs to do his homework too..

while i agree, im curious if this is going to become more and more of an issue. Think about it, the majority of owners are baby boomers and are getting up there in " wisdom" and eventually those cars will be either sold or inherited. I bet we'll see more of this coming up.

Oh I will guarantee we will see more of it. There are all kinds of cars out there that are questionable.

It's a crazy story, the guy that did the swap is dead and the guy who "inherited" the car knows what happened. As far as I know the car has not been sold. I don't talk to him anymore. The car is a 68, so only the SO numbers are on the body. I don't think the fender tag is there. I guess , basically , it would be considered stolen if the bank were to persue it. This happened back in the late 80's early 90's.
