Also with your boat try moving the tires forward to the center from front to back or even better yet as far forward as they are backwards from the back...
Could you read how the pressure is created? Around a sharp corner or such? When you're pulling by the front tires in the steering is unlocked it allows for turning movement. when you lock down the front you can see the steering wheel spinning back and forth when you go around corners. This allows the back tires to travel as they normally do.
