Yes that's something pretty weird in my opinion. Definitely looking like some kind of bad home weld job, I should know... Most people associate looking at things on the car as if you're sitting in the driver seat. So with the cable going forward and where everything is I would say that's the left side. And I would also say get your cutting wheel or Sawzall and whack that stupid thing off LOL then get your grinding wheel and grind it down and make it disappear and paint over it...
 
Have housing checked to see if it is still straight. Any welding on it can cause warpage

Yup. Cut it off and grind smooth. I doubt weld got hot enough to cause any "warpage." Too close to end of the tube.
