Help Identify These Brackets

A couple years ago I powder coated my bumper brackets along with these two pieces.
Ordered new bumpers last week and got out the bumper brackets but I can’t remember what these are for. Working on a 67 Barracuda

Do bumperlets use any backing?

That could be..Years ago I did buy a 75 duster for the front suspension to put on this car.
