Offset Bushing ?

Below are photos of my Moog offset upper a arm bushings. The instructions say to use the enclosed washers with the install but I see two things. 1. The flanges on the washers are not slip fit so I assume they press in as shown. 2. Now the eccentric adjustment bolt and the front suspension will ride only on the two small pressed in flanges, not the whole inside sleeve of the new bushing.
