Any ideas on an easy way to paint the black design on these Dodge Dart hubcaps? Should look like the part with the arrow. I thought about brushing with black enamel and using a cloth to wipe off the ridges.

I have to do the same to my cop wheel caps. The design is exactly like yours. I was thinking the same thing. Wipe the edges with a rag and acetone. Masking would make a hard line and wouldnt look right.

I haven't done this hubcap detail but have done fender badges and other similar parts.
With a little masking ( or none ) you could spray paint it and wipe away the excess. I use a small piece of flat synthetic dress shirt type material wet with thinner laced between my fingers so only middle finger does the wiping. I recall whittling a pop cycle stick to a point and wetting it with thinner to get at some very small detail. Forgot what part that was.
You must keep in mind that this sort of small detail wasn't absolutely perfect when the parts were brand new. Nobody looked at them close enough to notice imperfections. They might notice on the 4th or 5th time they washed their new car. Thus as good as new is doable.

I did it that way and wiped the excess as you mentioned.
That's right up my alley! Though raised and recessed areas are treated differently in my industry, the color breaks/lines turn out sharp.

Found these touch up brushes at a local paint store and use some Testers paint and thinner. Mixed up the paint, dapped a little on and pushed the paint blob around with the tip, worked well..

I let the paint dry then wiped afterwards.
ok, awesome. Any prep before painting, like primer or anything else? I have original caps, no the repop's.

I finally got around to touching up the hubcaps. Two did not need anything. One had chips in the black paint that I was able to touch up with a small brush. I did have to use a primer first, at the flat black Rust-Oleum paint would not stick at all to the metal. The black paint on the fourth hubcap was all completely loose so I had to remove it all with a wire brush. I decided that I had to mask the whole hubcap with some blue tape as a small brush and wiping technique did not work (I used to be a house painter, so I have a pretty steady hand). I had to slice off narrow 2-3mm strips with a razor blade. This took me about two hours and drove me to the brink of madness. There were almost 100 of the tiny masking strips. As I was doing it, I thought the results would be awful, but the results were better than I thought. Would I ever do this again?
You can buy really thin masking tape. I believe you can get it as small as 1/8" wide.

Yes, that is definitely what I would recommend, but at the time I just dove right into it. 1/8 inch is a little too wide. I think there is some kind of graphics tape, but did not see this on Amazon.
I have used this tape @ Lowes, Menards and Home Depot most always carries it. Lay the roll flat and use a razor to cut down the center of the roll and you will have the width you need to tape. Scotch 3M 08987 Performance Masking Tape 1/8" wide
Take them to a nail salon, those women have a steady hand.
