Holes in the top pic are not factory.
Hole in lower pic is for the manual windshield washer hoses.

Hole(s) by wiper motor are not factory.
Hole above master is for the speedometer cable

If you had manual wipers I believe the hoses go through the same grommet as the vacuum gauge, seen just above the harness.

When I first got my Dart, there was a non-AC type coil in front of the radiator, hoses with coolant type hose clamps and a non factory bracket on the engine. I figure at some point there was some kind of evaporative cooler on the car and this is where the hoses went in to the passenger compartment. There were also two holes in the transmission tunnel I assume for drainage???

I assumed the holes in the OP were for aftermarket/dealer AC

If that 1st pic is factory ac, i would like to see a factory pic. I dont think our 67 with factory ac has those holes.

Dealer installed Mopar A/C . I'm sure when drilling holes the placement wasn't exact and just a general area.

Ok so that is dealer installed air, not factory installed so I was correct in saying that they were not factory. Guess I've never had a dealer air A body. Here is the factory air.
I have a brain fart on the other hole. Agree it is for the speedo cable. The washer hole is over above the voltage regulator on this 70 A.

Maybe dealer or aftermarket a/c who knows? There are no obvious signs of it The heater controls are standard there are no extra holes under the dash , no odd ball vents or other hoses. But it is a 53 year old car that isn't completely stock or unmodified. When I bought it there were wires through the double hole with a big gob of black dumb dumb sealing it.

The heater controls would have been left alone and the control for the AC would have been on the under dash unit. The system was removed before you got it. In the 70s and 80s it was common to delete AC systems as they steal HP or so people thought.

In the end the double hole is not factory.
