Looking for an affordable spot weld cutter I found these for 12 bucks does this style work good?

Those suck. Get a mini belt sander and some 80 grit belts.

If you are replacing the top skin, those work good. I used the Eastwood cutter and they stay sharp for many cuts. I have not tried the mini belt sander but have seen them used in several magazine spreads.
 
I am replacing the top skin i have cab corners rockers and door skins to do.
 
For over 10 years I drilled out around 30,000-50,000 welds a year. Tried several different methods. The Blair Rotabroach cutters are the best. Also get some Seam Buster blades.

I have used these before. Irwin TurboMax drill bit. Has that little center bit to start. But, now i have a roto-broach set from Cornwell. Best money spent.
 
Those work great! Cant find them locally any more, prob wont use them again I hope.

The deal with those is they will walk all over on you. You can make them work fairly decent though IF you pre-drill a pilot hole and use cutting fluid. Otherwise buy the better tool from the get go.
FWIW, I was able to get a pair of inner fenders apart using two of the cheap HF's. I destroyed the first blade end PDQ just learning what I needed to do. The picture shows the third blade side after I finished............

I just bit the bullet and bought a set of Blue Point spot weld cutters off the Snap On truck. They work good, and I have never destroyed one in the 25 years I've had them. I am just an occasional user like you will be, but I've probably used them on at least 5 cars to remove rusty sheet metal.
 
1/4" ball rotary file in an inline air die grinder and a home made scraper type chisel with a very sharp edge, and a beefy end to beat on with a hammer. My scraper blade is .063" stainless with an almost razor sharp edge. Grind at the edges of the spot weld all the way around enough to weaken it, slip the scraper chisel between both pieces and smacknit with a hammer to split it apart. Works great!!

I use the Blair brand and put a few drops of oil on the spotweld. Be careful with how much pressure you put on them or the teeth will break like glass.
