Getting answers for my questions is probably slim.
Hopefully Slim is still in town

This character sticker was on both corner of a 1967-69 Barracuda tinted rear window , The glass also had a large plymouth decal on it. I got from someone in Northwest Washington but have no way of contacting the original owner.
These are pictures in our family photo collection and I am just trying get lost information . My father was involved with Valvoline, Texaco and Chrysler....
2nd Picture taken the early to mid sixties
Likely Valvoline employees , possibly Chrysler employees or ?
3rd Picture taken in the early sixties
Likely Alberta oil sands

My guess is it's some variation of "The Dodge Boys" campaign (even though it's on a Plymouth...). There were a lot of variations over the years.

Looks like something from the Dodge white hat special. Lots of promos for them back in the day.
 
Way too much detail in your cowboy compared to the simple Dodge white hat special cartoons. Compare them for a few minutes, not the same.
 
Any high school art student could reproduce the cowboy.

You could even use any number of photo shop programs to touch up the image and have decals made

It is a simple black and white image, no shading.
