1970 Dart with no Headrests?

I have just purchased a very nice original one family owned Dart and it does not have headrests?
Am I missing something?
I am almost positive the car came this way.
It is untouched other than the hubcaps and I am not sure about them either.

January 1. 1969 headrests were mandatory, pics are your friend. If it is buckets then they are high back, if bench then we need a picture...
 
I will get pics tomorrow, It is just a ugly old green bench seat with original covers.
Split bench two door seat and has no provision for headrests.
Car is untouched, It still has the original tags from 1970 on it.
It is a 318 Swinger, non air and had a 8 3/4 rear.

Headrests were federally mandatory in 68 I think
 
My '70 Swinger 340 was manufactured on April 10, 1970. Just FYI, it's a bench seat with headrests.
 
January 1. 1969, headrests were mandatory, as HemiSSDart said. I'd suspect the seat was recovered and the headrests were left off?

Yes you are missing something.
headrests. As others, Jan 1 1969 and newer have headrests
 
My early 69 doesn't have them, later ones did .

1970 bench seats have back release hi on the seat, earlier has release down by the hinge.
If your seat has the high back release, as mentioned, it likely was re-upholstered without the headrests.

Pics attached to the first thread, sorry for the delay and the dirt.

I have not had time to clean her up from the 30 year knap that she has took. I was friends with the Man who owned this car and His late wife's parents bought it new.
I never actually saw this car till I bought it in a auction of his estate, He always told me about it but it was buried in his shop and I do mean buried. The car still has the original tags from the time it was new from California. Bought it in Arkansas.

I am keeping this one. :)
 
Nice car! The seats look like the upholstery pattern is slightly different on the rear seat bottom vs the rear seat back? Top of the rear seat looks a little rounded too. Definitely a keeper! There was a car on here somewhere w/ the same door panels, he changed his seats a bit, but had pics of the original ones.
 
Update.
After mashing around on the seat tops, I can feel what is probably the remains or where the headrests went. I wonder if the original purchaser had it changed at purchase or the dealer changed it to make a sell.
car also has a trailer hitch and trailer brake.
I know when I was doing the oil and gas thing, we had to sleep in our Semis and years ago, did not have sleepers. If the truck had headrests that came out, they were taken out so you could lay your head back and sleep.
Maybe they got rid of them to be able to take roadside knaps.
Just seems strange they would cover them up.
