I did a rallye dash conversion on my 71 scamp and I used the wiring diagram from the 1971 Plymouth service manual and converted my non rallye harness, I also know that you can purchase a laminated version of the diagram from various vendors on the intrawebs
Yes I've bought several items from them, of the parts I have ordered they are of good overall quality and what I consider to be reasonably priced. It does take a bit longer to receive your ordered parts due to them being In Canada but its not too bad.

For what its worth I put a set of seats in my 71 Scamp and Procars seat brackets lined up with the dimples in the floor pan well and overall there was no problems for me, I don't know for certain but I cant imagine that the floor pans changed that much from 69 Barracuda to 71 Scamp.
