I almost guarantee it’s the ignition control unit like @RustyRatRod said I had the exact same problem with my my 318 and I just replaced it with a old used icu and I wound it out to 6000 rpm.

I think we just matched two hoses up from auto zone with 90 degree angles at one end and cut them to length. Ive personally never liked them going all the way out and around so I just shot them strait through.
I have a original filler neck vent tube for my 1963 valiant and it goes up to above the wheel well then back down and I don’t see a spot for it to exit the car, it dumps around the filler neck grommet though.
