5 point harness in a car w/o roll cage...How to do it?

The only reason I put the upper belts in is because they gave me a ticket for not having a shoulder belt in the car.

i though if the car didnt come factory with belts then it was ok, i got into a car accident with my dart (lap belts) and i got no hassle from them?
