It's known as a curb emblem. They were only factory installed on the passenger side. Some dealers would install them on the driver's side.

The main purpose was, back in the 60's some designer was walknig down the street and noticed a car parked next to a curb. I decided that if there was a logo on the fender you'd be able to tell what company built the car.

The curb emblem was stopped in 1996. All first year built Neon's in 1995 got the emblem. Some plants still had emblems so they put them on cars up until they were out.
