Plugs #1,3 and 2,4 fouling

Have you checked the flux capacitor? Sounds like the bolts are loose.
 
Dual plane, right? makes no sense that it is only the primaries. As they don't feed only the front four.
 
Yes dual plane,thought that the breather wasn't allowing enough air in(rear cyl would be cleaned when secondaries opened)possible choke problem?Or as suggested weak ignition?
