Fuel Line questions and issues...

Not really familiar with the Duster filler tube. But if a 70-72 Duster filler tube will fit your car, they usually are vented.

You can take the tube out,and vent it yourself.
Ive heard of people drilling a small hole in there non-vented gas caps.
Or like you said, put your vented cap back on.

64 Cuda had a good suggestion as well.

Think of it like a gas can. You start to pour gas into the lawn mower, hardly any gas is coming out. Oh,shoot,I forgot to open the vent....Voila !!!!

Still got this issue happening where I try and fill the car up and I can only get a 1/2 gallon of fuel in and then it stops and spills out of the filler and also noticed that a minute later I saw fuel leaking from somewhere around the tank. Ended up putting correct fuel filter (Fram) with return hose and also have the breather line open where it went into the charcoal cannister... Thought this may cure the problem. Check the filler tube in the boot and it doesnt have another tube next to it. It looks like the breather tube goes into the tank above where the sender unit/fuel/return lines enter the tank... I'm baffled about this...??? Got compressor and blew air thru both of these and fuel poured out of the filler tube so seems like there's no blockage in the lines...
