Need advice on brake issue please!

14 Hg of vacuum isn't a lot when power brakes usually require around 20 Hg to operate properly. It would seem though that you should be seeing SOME assist. Like maybe have power assist the first time you hit the brakes slowing down. It never has any assist at all? If not then somehow somewhere the booster ain't seein a vacuum signal.
