As said, we've all done it when just starting out and funds are sparse. My first "custom wheels" were baby moons and chrome trims rings on the stock 14" rims on my '64 Olds Cutlass back in 1966. Got lots of compliments on the clean look.
Bought the baby moons and chrome rings at Newhouse Auto Parts in East LA.
