The name of the part for the choke is usually called a "Choke Pull Off", and it's function is to partially open the choke butterfly once the engine starts. Without it, the choke butterfly will remain fully closed and the engine will stall. Once the engine is warmed up, the choke will be fully open and this part will then be "along for the ride" until the next cold start.
They should still be available from a local auto parts store.
