Can you identify this???

I'm in the middle of a rewire project on a '75 Dart and am stuck as I can't find these on the schematics

The ballast resistor has a two green and red wires coming out of the bottom plug with one going to the ignition control and the other end goes??

Is the other item a relay related to the seatbelts??
