Lots of good information guys the smog thing is just a way to get my money.
I have been thinking of moving to a new state to get away from Ca because of all their stupid rules and laws.
Idaho is my number one choice.

Didn't they sign off on a few years back already? As to the stipulations those are all pretty much collectors insurance stipulations, are they not??

I've already given you the current information.
Yes, those are stipulations of the insurance companies, thing is if you don't get the special collectors insurance you will be responsible for emissions tests on the vehicle. It's the collectors insurance which makes the vehicle exempt in the NEW, YET TO BE IMPLEMENTED law.
This is how our state itself got away without having to demand that you own another vehicle as a daily driver. "The insurance company makes you do it", not the state

Some counties in Ca dont require you to smog IDK, but I would just find someone and register the car in that county.

In my part of Idaho (North Idaho--it's a state of the mind) there is no testing. I think only two counties in southern ID require testing, one is Canyon county

- Electric or hybrid vehicles
- Motor vehicles with a model year less than five years old
- Motor vehicles with a model year older than 1981
- Classic automobiles as defined by section 49-406A, Idaho Code
(NOTE BELOW about "Classic")
- Motor vehicles with a maximum vehicle gross weight of less than 1,500 pounds
- Motor vehicles registered as motor homes as defined by Section 49-114, Idaho Code
- Motorized farm equipment
- Vehicles solely engaged in the business of agriculture (defined as "Farm Vehicle" pursuant to Idaho Code 49-123(2)(d))
Vehicles will be tested every two years.
THE FOLLOWING IS TROUBLING!!!!
If you change the engine in your vehicle, you must have the emissions control equipment that was required for the chassis year or engine year, whichever is newer.
THIS MEANS that late, modified engines in my (smog free) 67 would bring it into the radar, if I lived in a required county/ city.

49-406A. Idaho classic -- Special license plate program -- Registration and standard license plates. (1) Any motor vehicle or motorcycle which is at least thirty (30) years old that does not qualify as an "Idaho Old Timer" and that is maintained to its original likeness using original-type parts and materials, without major modifications shall be known as an "Idaho Classic." Any motor vehicle which is altered from its original design is not an "Idaho Classic" as herein defined.
(2) Any motor vehicle or motorcycle which qualifies as an "Idaho Classic" shall be used for exhibits, parades, tours, club activities and such occasional use as is necessary for operation and maintenance of the vehicle, and shall not be used for business or commercial purposes or as customary and usual transportation.

While there is more to the above code, the important part is, you cannot modify the vehicle, and you can't drive it much. So if you license the car "regular" plates, and you have a newer model or modified engine, NOW you are in the 'smog zone.'
While we currently don't have tests in Kootenai county, a few years ago, there was "some noise" about imementing them because of air drifting over from Spokane. I haven't heard about this lately
On the other hand, WA state has been making noise about ELIMINATING tests!!! Evidently they figure there is a high enough ratio of unmodified newer vehicles, that testing is a losing (a MONEY losing) proposition. They estimated that in a few years there will be no inspections in WA state!!!

None in Minnesota for any cars or trucks, doesn't matter the year. They used to check but found as the technology got newer there were so few that didn't pass that it was just a big waste of money.

Filled out the paper work put in the mileage. The first year DMV did check the mileage.No more. Now they will take your word for the mileage. Paid the fees recevied our
Classic Vehicle plates on the spot.
