Yes, those are stipulations of the insurance companies, thing is if you don't get the special collectors insurance you will be responsible for emissions tests on the vehicle. It's the collectors insurance which makes the vehicle exempt in the NEW, YET TO BE IMPLEMENTED law.
This is how our state itself got away without having to demand that you own another vehicle as a daily driver. "The insurance company makes you do it", not the state:rolleyes:
