If you don't put oil in your motor it will never leak either. I have been putting anti-seize on lugs since the begining of time. If you use it you do have to tighten them.
Me three. Up in this area, with "winter" if you run open end lug nuts on your "winter wheels" with no hubcaps, they will rust up the studs on the end. I'd rather put up with a slight amount of discoloration that rusted studs.
At LEAST put a drop or two of oil on 'em if nothing else
