Brake shoes sizes

the FSM indicates a primary and secondary shoe when I look to purchase I only see the secondary sizes. Front primary 2 1/4 X 7 5/8 secondary 2 1/2 X 9 5/8 Rear primary 2 X 7 5/8 and secondary 2 X 9 5/8 whats up with the different sizes?
