starts,won`t stay running

If it's running for 10 seconds, the problem is not the ballast resistor. Dead ballast resistor = cranks and fires, but quits as soon as you release the key to the "run" position.

Sounds like it may be a choke problem. Is your automatic choke thermostat present, undamaged, and working?
