choke looks brand new...with the key on,tester lights-up on one side of this little round gizmo,,comes from there,gos to the thermostat heat choke,,shows no power to the choke

"Little round gizmo" is the choke heater modulator. It sends power to the choke heater for faster choke opening only under certain temperature conditions; you should not see power to the choke wire when just turning on the ignition from cold.

All i did was pull the air cleaner off,just before this happened...

...which suggests you might have pulled loose one or more vacuum hoses that didn't get reinstalled correctly, creating a vacuum leak and your problem.

was going to try starter re-lay next...

Don't just throw random-guess parts at it. The starter relay is fine if the engine cranks.
