I think he means carbs goes on top. To that end, my advice would be a general one like this since everything is combo dependent or in other words, how it is built and for what it is built for.

Total street = two 500 cfm carbs for a stock to very a mild engine.
Carter/Edelbrock carbs for this. Stock cam to a mild duration not more than 230* @ .050

Mild high performance = Two 600 carbs
Carter/Edelbrock or Holley carbs for this. Cam shaft not to large, under 248* duration @ .050.

Street/Strip, Very high performance/Race = Two Holley or race prep'd 750 carbs.
Bigger camshafts. 250* duration @ .050

From here, you'll need something more than just an average Holley carb and you should be looking at (IMO at least) race style carbs if not pro prep'd carbs for the big camshaft, increased compression ratio's, radical idle.
