More Connecting Rod Length Theory Questions

I've been doing a little bathroom reading on connecting rod length theory but I still need to iron out a few things. First of all from what i've read it seems like the longer the rod, the more torque an engine produces. This is of course with all other things being equal. I apologize if I'm rambling. So for instance if again all things are equal except the rod length would the peak torque be at the same rpm. So for example if I had a big block with a 5 inch rod and an identical big block with a 7 inch rod, would both have peak torque occur at say 4000 rpms or would the 7 inch rod motor have peak torque at 5000rpms. obviously this is all theory and is just meant for example purposes but I hope what I have said makes sense.
