Questions on cluster lights.

When I turn on my headlights I get the right green signal to stay on. I checked all my lights and they all seem fine. Any ideas? I thought my right signal light was out but is not. Any suggestions will help.
BTW what is the red light mean? High beams? It's always on when I turned on the headlights.
