Bought a Vacuum Gauge

Okay so I understand how to read the vacuum gauge and what needs to done in most of the situations but what if the gauge stays steady but reads high or low? How do I get it into the correct and best range?
 
Okay well my concern was unfounded. Turns out my vacuum gauge reads 21 with a very slight bounce maybe 1/4 to 1/2 an inch in the measurement of the gauge not needle movement.
 
No its a slant six. According to the manual and what I found online 15-22 is in the normal range 19.5 is optimal.

Is that not in the good range for a Slant Six?
