Only one rear seat belt in wagon?

Interestingly, discovered only one rear seat belt in my wagon (front has both). I'm pretty sure you could order just one rear belt back in '66 but found it curious for a wagon. The other bolt holes were still filled with factory goop. Perhaps original owner only had one child??? Or was sending not so subtle message to the other kid:-k
 
It could have been for the mother in-law instead of the children. lol Just to make sure she stayed in place in case it went off a cliff.
 
What kind of goop was in the bolt holes? I was just wondering because mine has little rubber plugs but no sign of any gooplike substance.

Seam seal, same as in the spare tire well, floorboards, etc.

Do you have pictures of the location the rear seat belt bolts are mounted? Thanks Jayson
 
Sorry Jsyn, have all back together...should have taken a picture when I discovered it...dang it. I do recall the rear seat belts bracket has a 90 degree bend in it, unlike (flat) front belts.

If I get the seat back out soon i'll take a picture of it
