Steering shakes and pulls left when braking??????

Ok, thanks everyone. If it is leaking and I replace both cylinders, will the same shoes be ok or will the shoes kinda absorb the brake fluid to where it would still do it?

I have cleaned them up with brake cleaner and let it evaporate before I put them back together. In this heat it won't take long.
