the ballast is supposed to get hot, thats why it is made of ceramic. if it were me, and it definitely has been, i would rule out everything else before tearing into the steering column, but thats just me lol. with all my starting and charging problems, i have yet had to replace the ignition switch, and it is 40 years old.
