400 headers @&^#

So I have been slowly trying to get fixed what I can on my new project..what a mess honestly, but that hasnt stopped me before :)

The stock headers are on the car now but had a massive exhaust leak so I was trying to separate the headers from the exhaust at the flange and this is what I found..even after a few days of pb blaster on the nuts, they wont budge.

That has lead me to think about replacing the headers..how the hell do these things come off?? Why did Chrysler think this is a good idea? I looks like the steering box has to be removed or disconnected? Torsion bars as well? Am I not seeing clearly the right way...or is it this involved to simply pull the headers?
